La competitividad entre las distintas compañías cibernéticas, y la consiguiente proliferación de las guerras y el terrorismo sobre la Tierra, provocaron una segunda fase de conciencia artificial. Se programaron funciones especiales, mediante las cuales las máquinas podían transgredir las leyes de la robótica en caso de que un Terminal corriese peligro. A éste circuito se le llamó Circuito de Emociones Artificiales, y tenía la capacidad de grabar situaciones traumáticas en la memoria de los Terminales, provocando acciones inestables e inesperadas. La inteligencia artificial pasó de ser un instrumento del ser humano orgánico, a un ente territorial, agresivo y capaz de participar en eventos políticos o filosóficos.
